Understanding contractor pre-qualification schemes

Businesses often find that, to do contract work for another business, they must go through a recognised contractor pre-qualification system. The most common are Sitewise, Prequal and Tōtika.

Businesses that use sub-contractors to carry out work for them, either on their own work sites or at remote sites, must also manage their contractors’ Health and Safety obligations.

Sitewise

Prequal

Prequal, run by Impac, is a contractor Health and Safety system that is tailored to suit the level of risk of a business.

Tōtika

Tōtika has set the gold standard for pre-qualification and has been adopted by many councils around New Zealand.

Managing contractors effectively and identifying safe contractors is crucial. The Health and Safety at Work Act (2015) requires PCBU’s (a ‘person conducting a business or undertaking’) to ensure, as far as is reasonably practicable, the Health and Safety of workers. This includes contractors, their employees and their sub-contractors. A contractor prequalification process is a vital first component of a comprehensive contractor Health and Safety management system.

Prequal is an independent assessment to demonstrate safe work practices. Regardless of how many businesses you contract to, you’ll only need one prequalification, which means significant cost and time savings.

PREQUAL allows for cost, resource and time savings and access to large range of independently assessed contractors. Prequalification is handled by a specialist organisation, and it is a consistent and auditable process. Another benefit of completing a pre-qualification assessment is that your company is listed in a database that can be searched by clients, so you don’t have to complete and assessment for each client.

Pre-qualification assessments do have to be done periodically – annually for Sitewise, bi-annually for Prequal and Tōtika if your score is high enough.
